Job description

RFI Response: The demolition work performed by Construction Laborers consists solely of manual cleanup and support activities at concrete construction sites involving roadways and bridges. When deteriorated sections of concrete are removed, Construction Laborers do not operate saw-cutting equipment, concrete breaking machines, backhoes, end loaders, or dump trucks. Those activities are performed exclusively by separately qualified and licensed equipment operators or skilled trades. Construction Laborers assist only after mechanical removal has occurred, performing manual labor tasks to support site preparation and cleanup. These tasks include shoveling, raking, sweeping, and collecting small broken concrete pieces and debris that remain along the perimeter of the work area after heavy equipment has completed removal. The purpose of this work is to maintain a safe and clean jobsite and prepare surfaces for subsequent construction activities.
Tools, Equipment, and Materials Used:
For these demolition-related tasks, Construction Laborers use hand tools only, including shovels, push brooms, hand brooms, rakes, and wheelbarrows. No specialized demolition tools, heavy machinery, or powered breaking equipment are used or operated by Construction Laborers. Materials handled consist of small fragments of broken concrete and general construction debris.
Processes, Projects, and Industry Context:
The work occurs within the concrete construction industry, specifically on roadway and bridge repair projects. The Construction Laborers’ role is limited to manual labor support, site cleanup, debris removal, and surface preparation. They do not perform skilled demolition, structural removal, engineering work, or equipment operation. All duties are performed under the direction of supervisors and skilled trades and are consistent with the scope of SOC 47-2061.
Confirmation of SOC Classification:
All duties described above fall squarely within the definition of Construction Laborers (SOC 47-2061), involving physical labor, use of basic hand tools, and assistance with construction site preparation and cleanup. No duties associated with demolition workers, equipment operators, or other skilled construction occupations are performed.

Original JDs: Perform a variety of manual labor tasks at concrete construction sites. Prepare sites for placing of concrete by loading and unloading materials, running string-lines, cutting wood with skill saw, and using sledgehammers to pound stakes into the ground. Excavate, dig, and level earth using shovels, plate packers, and air hammers. Perform blowing, chipping, shoveling, demolition, and excavation work to remove debris and prepare surfaces. Assist with placing concrete using wheelbarrows, concrete rakes, and shovels. Clean up job site and dispose of waste materials.

Special Requirements

Must be able to handle temperature extremes, operate power tools, read and use measuring tape, and lift and carry 75 lbs. for 50 yards. Some weekend work. 3 months concrete construction experience required.
